ई-टेंडर घोटाले तीन हजार करोड़ से बढ़कर 80 हजार करोड़ के टेंडरों तक पहुंची जांच
ई-टेंडर घाेटाले में ईअाेडब्ल्यू ने गुरुवार काे ऑस्मो अईटी साॅल्यूशन के डायरेक्टर विनय चाैधरी, वरुण चतुर्वेदी अाैर सुमित गाेलवलकर काे गिरफ्तार कर लिया। शुक्रवार काे इन तीनाें काे काेर्ट में पेश किया जाएगा। कंपनी के मानसरोवर कॉम्प्लेक्स स्थित दफ्तर के कम्प्यूटराें से टेंडराें में छेड़खानी करने की जानकारी सामने आई है। यह भी पता लगा है कि जिस यूजर आईडी के द्वारा दो आईपी एड्रेस का इस्तेमाल कर टेंडरों में छेड़छाड़ की गई, इस आईपी से कंपनी के डायरेक्टर विनय चौधरी का रजिस्टर्ड मोबाइल नंबर 9755092919 लिंक है। गुरुवार काे जांच एजेंसी ने अाॅस्माे के मानसराेवर कॉम्प्लेक्स स्थित दफ्तर की तलाशी भी ली। ईअाेडब्ल्यू के अधिकारियाें ने बताया कि कंपनी के दफ्तर से सभी कम्प्यूटराें की हार्ड डिस्क हैश वैल्यू निकालकर जब्त की जा रही है।
30 से ज्यादा हार्डडिस्क जब्त करने में दाे दिन का वक्त लगेगा। ईअाेडब्ल्यू एसपी अरुण मिश्रा ने बताया कि कम्प्यूटर इमरजेंसी रिस्पांस टीम की रिपाेर्ट के बाद ही यह कार्रवाई की गई है। हार्ड डिस्क की जांच रिपाेर्ट मिलने के बाद ही यह साफ हाे पाएगा कि काैन-काैन से सिस्टम टेंपरिंग के लिए इस्तेमाल किए गए थे। अाॅस्माे डिजिटल सिग्नेचर बनाने वाली कंपनी है अाैर शुरू से ही इस कंपनी की भूमिका काे लेकर सवाल उठते रहे हैं। एेसे में इन कंपनियाें के डायरेक्टर्स से विस्तृत पूछताछ हाेगी।

किन टेंडरों में हुई गड़बड़ी
1769 करोड़ रुपए के जल निगम के ई टेंडर…. क्रमांक 91, 93 व 94 में जीवीपीआर, दी ह्यूम पाइप कंपनी और जेएमसी इंडिया प्रा. लि के प्राइज में परिवर्तन कर इन्हें लाभ दिया।
13.46 करोड़ रुपए के लोकनिर्माण विभाग के टेंडर क्रमांक 49985 व 49982 में छेड़छाड़ कर मेसर्स रामकुमार नरवानी भोपाल को टेंडर दिलवाया।
15 करोड़ रुपए के पीआईयू के टेंडर क्रमांक 49813 में छेड़छाड़ कर मेसर्स सोरठिया वेलजी को लाभ दिया।
7.86 करोड़ के सड़क विकास निगम के टेंडर क्रमांक 786 में छेड़छाड़ कर माधव इंफ्रा प्रोजेक्ट्स को टेंडर दिलाया।
1135 करोड़ रुपए के जलसंसाधन विभाग के टेंडर क्रमांक 10030 व 10044 में छेड़छाड़ कर मेसर्स मैक्स मेंटेना माइक्रो जेवी व सोरठिया वेलजी वड़ोदरा को लोएस्ट (एल- 1) बना दिया गया।
एंपावर्ड कमेटी के पास नहीं गए थे जल निगम के तीनों टेंडर…
जल निगम के तीनों टेंपर्ड टेंडर मंजूरी के लिए एंपावर्ड कमेटी के पास नहीं गए थे। 10 करोड़ रुपए से ज्यादा के टेंडर को मंजूरी इसी कमेटी से मिलती है। मुख्यमंत्री इस कमेटी के अध्यक्ष होते हैं।
जल निगम के चेयरमैन सीएम होते हैं, मेरा कोई लेना-देना नहीं : मेहदेले
पिछली भाजपा सरकार में पीएचई मंत्री रहीं कुसुम मेहदेले ने ई-टेंडरिंग घोटाले को लेकर खुद का बचाव किया है। उन्होंने कहा कि जल निगम एक स्वतंत्र ईकाई है। इसमें विभागीय मंत्री कुछ नहीं होता। जो कुछ होता है वह चेयरमैन ही करता है और निगम के चेयरमैन मुख्यमंत्री होते हैं। जहां तक ई-टेंडर में गड़बड़ी की बात है तो इसमें किसी का दखल नहीं होता। मेरी इससे कोई लेना-देना नहीं है।
मेहदेले की बात से साफ है कि भाजपा में हडकंप है- ओझा
प्रदेश कांग्रेस मीडिया विभाग की अध्यक्ष शोभा ओझा ने कहा कि इस मामले में संदेह के दायरे में आने वाली पूर्व पीएचई मंत्री रही कुसुम मेहदेले ने स्पष्ट अरोप लगा दिया है कि घोटाले की फाइल पर उन्होंने नहीं बल्कि तत्कालीन मुख्यमंत्री शिवराज सिंह चौहान ने मंजूरी दी थी। मेहदेले के बयान से साफ है कि एफआईआर के बाद अब भाजपा नेताओं में हडकंप मचा हुआ है। दरअसल, एफआईआर में जल निगम के तीन टेंडर भी शामिल है। तीनों टेंडरों की राशि लगभग 18 सौ करोड़ रूपए है।

कैसे की गड़बड़ी… जल निगम व अन्य विभागों के टेंडर में टेंपरिंग के लिए टेंडर ओपनिंग अथॉरिटी के डिजिटल सिग्नेचर का उपयोग किया गया। यह सिग्नेचर ओपनिंग अथॉरिटी के कब्जे में होता है। इसलिए इन्हें आरोपी बनाया गया है।

माखनलाल विवि की गड़बड़ियों पर भी जल्द होगी एफआईअार
कमलनाथ सरकार की नजर अब माखनलाल पत्रकारिता विश्वविद्यालय में हुईं आर्थिक गड़बड़ियों पर है। प्रारंभिक जांच में सामने आया है कि पिछली भाजपा सरकार में न केवल अनाप-शनाप पैसे बांटे गए, बल्कि राष्ट्रीय स्वयंसेवक संघ और भाजपा के लोगों को फायदा भी पहुंचाया गया। दिल्ली के नोएडा में संघ के लोगों के रुकने के लिए डोरमेट्री तक बनवाई गई और नोएडा कैंपस के लिए हर साल 60 लाख रुपए किराया दिया, जबकि मप्र से बाहर इसकी शाखा नहीं खोली जा सकती। राज्य सरकार जल्द ही इस मामले में एफआईआर दर्ज कर सकती है। विश्वविद्यालय के रजिस्ट्रार दीपेंद्र सिंह बघेल ने इस संबंध में आपराधिक प्रकरण दर्ज करने के लिए गुरुवार को ईओडब्ल्यू को पत्र लिख भेजा है।
दतिया-अमरकंटक में हर माह 60 हजार का भुगतान
दतिया और अमरकंटक में एक निजी कैंपस में विवि का संचालन हो रहा है। इसके लिए 60 हजार रु. प्रतिमाह का किराया भरा गया, जो कथित रूप से भाजपा के एक नेता के खाते में गया।
संचार के नाम पर राकेश सिन्हा को दिए 10 लाख
रीवा कैंपस का निर्माण 40 करोड़ रु. में बनाया जा रहा है। संघ की विचारधारा से जुड़े राकेश सिन्हा को 10 लाख रु. का भुगतान किया गया। यह भुगतान संचार के नाम पर किया गया। भारतीय शिक्षण मंडल को शिक्षा नीति बनाने के लिए 4 लाख रुपए का भुगतान कर दिया गया।
32 करोड़ रु. का पोषण आहार घोटाला भी खुला
पिछली भाजपा सरकार में पोषण आहार की सप्लायर कंपनियों को मात्रा से अधिक राशि के भुगतान का मामला भी सामने आया है। पोषाहार (टीएचआर यानी टेक होम राशन) बनाने वाली निजी क्षेत्र की कंपनियों को 32 करोड़ रुपए का अधिक भुगतान कर दिया गया, जिसकी जानकारी आर्थिक अपराध अन्वेषण ब्यूरो के पास पहुंच गई है। इस मामले में भी जल्द ही एफआईआर हो सकती है।
केंद्रीय सहकारी बैंक का 118 करोड़ मुंबई की कंपनी में डूबा
भोपाल जिला केंद्रीय सहकारी बैंक का 118 करोड़ रुपए डूबने की कगार पर पहुंच गया है। मुंबई की जिस कंपनी में इस राशि का निवेश बतौर एफडी के रूप में किया गया था, वह दिवालिया हो गई है। पिछली भाजपा सरकार में की गई इस एफडी को लेकर सहकारिता मंत्री गोविंद सिंह ने मुख्यमंत्री कमलनाथ, मुख्य सचिव और सहकारिता विभाग के प्रमुख सचिव से कहा है कि तुरंत जिम्मेदार अधिकारियों पर कार्रवाई की जाए। बताया जा रहा है कि मुंबई की कंपनी के दिवालिया होने की जानकारी होने के बाद भी बैंक के अधिकारियों ने एफडी की मियाद एक साल के लिए बढ़ा दी और कोई वैधानिक प्रक्रिया भी नहीं अपनाई।
जानकारी के मुताबिक अक्टूबर 2017 में भोपाल जिला केंद्रीय को-ऑपरेटिव बैंक ने सरप्लस राशि 110 करोड़ रुपए की एफडी मुंबई की आईएलएफएस ग्रुप की दो कंपनियों आईटीएनएल और आईआईटीएस में बतौर एफडी इंवेस्ट किए। यह राशि एक साल बाद अक्टूबर 2018 में ब्याज समेत बढ़कर 118 करोड़ रुपए हो गई। बताया जा रहा है कि एेसी किसी भी राशि के निवेश से पहले बैंक के बोर्ड की मंजूरी लगती है, लेकिन अधिकारियों ने एेसा नहीं किया। उस समय बोर्ड के अध्यक्ष जीवन मैथिल थे, जिनसे पूछने पर उन्होंने जानकारी नहीं होने की बात कही। जीवन मैथिल भाजपा नेता हैं।
एक साल बाद मेच्योर हुई राशि 118 करोड़ रुपए निकालने की बजाए अधिकारियों ने इस राशि का एक साल के लिए और निवेश कर दिया। यह जानते हुए कि कंपनी की माली हालत लौटाने जैसी नहीं है। इस दौरान अधिकारियों ने कोई वैधानिक प्रक्रिया भी अपनाने के प्रयास नहीं किए। भारत सरकार ने डिफाल्टर हो चुकी इस इस कंपनी के खिलाफ रेड नोटिस और अंब्रेला नोटिस भी जारी किए हैं। करीब 15 दिन पहले मुंबई में इस कंपनी के सीएमडी को गिरफ्तार किया गया है। कंपनी ने पूरे देश में 98000 करोड़ रुपए इकट्ठे किए हैं।
सूत्रों का कहना है कि अक्टूबर 2017 में जब यह राशि इंवेस्ट की गई थी, तब बैंक के एमडी आरएस विश्वकर्मा और प्रशासक विनोद सिंह थे। बैंक के संचालक मंडल से इसकी अनुमति नहीं ली गई।सहकारिता मंत्री ने गुरुवार को नोट सीट लिखी है। इसमें यह भी स्पष्ट किया है कि जिला बैंक की नियोजित राशि 118 करोड़ रुपए डूब चुकी है, इसलिए इस गंभीर प्रकरण में त्वरित कार्रवाई की जाए। आवश्यक होने पर आर्थिक अपराध ब्यूरो में भी मामला दर्ज कराया जाए।

बैंक के एमडी विश्वकर्मा का कहना है कि आरबीआई और नाबार्ड के साथ निवेश की पॉलिसी के तहत ही राशि का निवेश किया गया है। यह पैसा नहीं डुबेगा, क्योंकि नेशनल कंपनी ट्रिब्यूनल लाॅ ने हाल ही में कह दिया है कि किसी भी राशि को एनपीए नहीं माना जाएगा। मई-जून तक 50 फीसदी पैसा मिल जाएगा। इस मामले में मंत्री जी को गलत जानकारी दी गई है। कोई अनियमितता नहीं हुई। सौ फीसदी पैसा सुरक्षित है। जहां तक क बोर्ड की मंजूरी का सवाल है तो सभी अनुशंसाएं लेने के बाद ही निवेश किया गया।
सबसे बड़े ई-टेंडर घोटाले की जांच लंबे समय से अटकी है। तत्कालीन प्रमुख सचिव मैप-आईटी मनीष रस्तोगी ने ई-टेंडर घोटाला पकड़ा था। जल निगम के तीन हजार करोड़ के तीन टेंडर में पसंदीदा कंपनी को काम देने के लिए टेंपरिंग की गई थी। ईओडब्ल्यू ने कंप्यूटर इमरजेंसी रिस्पांस टींम (सीईआरटी) को एनालिसिस रिपोर्ट के लिए 13 हार्ड डिस्क भेजी थी, जिसमें से तीन में टेंपरिंग की पुष्टि हो चुकी है। इसकी जांच तीन हजार करोड़ से बढ़कर 80 हजार करोड़ के टेंडर तक चली गई है। बीते साल जून में ईओडब्ल्यू ने प्राथमिकी दर्ज की थी। दो महीने पहले रिपोर्ट आने के बाद एक या दो दिन में ईओडब्ल्यू एफआईआर दर्ज कर देगी। मामले में आईएएस राधेश्याम जुलानिया और हरिरंजन राव पर सवाल उठ चुके हैं।
वेबसाइट घोटाला : पिछली सरकार में फर्जी वेबसाइट्स को करोड़ों के विज्ञापन दिए जाने का मामला उठा था। विधायक बाला बच्चन (अभी गृह मंत्री) ने विधानसभा में सवाल उठाए थे। माध्यम से सॉफ्टवेयर के जरिए वेबसाइट की हिट्स बढ़ाई जाती थी। इस पर जिला कोर्ट में मंगलवार को सुनवाई होना है। इसकी ईओडब्ल्यू में भी जांच चल रही है, जिस पर केस दर्ज हो सकता है।
माखनलाल यूनिवर्सिटी : एमसीयू में भाजपा सरकार के दौरान संघ से जुड़े कार्यकर्ताओं को अहम पदों पर बैठाया गया। कई नियुक्तियां विवादों में रहीं। पूर्व कुलपति वीके कुठियाला के कार्यकाल में आर्थिक गड़बड़ी की शिकायतें हुईं। इसकी जांच के लिए कमेटी बनाई गई है, जिसने गड़बड़ी पाई है। एफआईआर होना तय है।
सांसद निधि : प्रदेश में सांसद निधि के मनमाने तरीके से खर्च की शिकायत लोकायुक्त और ईओडब्ल्यू में की गई है। कुछ भाजपा सांसदों ने सांसद निधि को नियमों के परे जाकर खर्च करवाया है। ईओडब्ल्यू की जांच में एफआईआर दर्ज करने सबूत हैं।

मध्य प्रदेश में हुई IT रेड में 281 करोड़ के बेहिसाबी कैश रैकेट की जानकारी मिली
इस बड़ी कार्रवाई को आयकर विभाग के 300 अधिकारियों ने अंजाम दिया। इस दौरान चार राज्यों में 52 ठिकानों पर विभाग ने कार्रवाई की। केंद्रीय प्रत्यक्ष कर बोर्ड (सीबीडीटी) का कहना है कि नकदी का एक बड़ा हिस्सा दिल्ली में बड़े राजनीतिक दल के मुख्यालय तक भेजा जाना था।
सीबीडीटी के मुताबिक छापे के दौरान एक कैशबुक मिली है, जिसमें 230 करोड़ के बेनामी लेनदेन के जानकारी है। इसके अलावा फर्जी बिलों के जरिए 242 करोड़ रुपए के हेरफेर की बात भी सामने आई है। छापे में मिले दस्तावेजों में ऐसी 80 कंपनियों का जिक्र है, जो टैक्स हैवन कहे जाने वाले देशों में स्थित हैं। आईटी को 14.6 करोड़ रुपए का कैश और 252 शराब की बोतलें भी मिली हैं। इसके अलावा हथियार और बाघ की खालें भी बरामद की गई हैं। दिल्ली के कुछ इलाकों में बेनामी संपत्तियों का खुलासा भी हुआ है।

ई-टेंडर घोटाला; तीन हजार करोड़ के टेंडर वाली 13 में से 3 हार्ड डिस्क में टेंपरिंग
ई-टेंडर घोटाला मध्य प्रदेश के सबसे बड़े ई-टेंडर घोटाले की जांच में नया मोड़ आया है। ई-टेंडर घोटाले में कम्प्युटर इमरजेंसी रिस्पॉन्स टीम (सीईआरटी) ने घोटाले से जुड़ी 13 हार्ड डिस्क को फॉरेंसिक इमेजिंग से जब्त करने के बाद जांच में गड़बड़ी पाई है। तीन हजार करोड़ रुपए के टेंडर खुलने के पहले ही तीन हार्ड डिस्क में टेंपरिंग की गई थी। सीईआरटी से जल संसाधन विभाग के तीन टेंडर में टेंपरिंग की रिपोर्ट मिली है। जल संसाधन विभाग के तीन टेंडर में गड़बड़ी मिलने पर जांच शुरू हुई थी।
ईओडब्ल्यू ने सीईआरटी को पत्र लिखकर हार्ड डिस्क से डेटा रिकवर करने को कहा था। जांच में 9 टेंडर से जुड़े मामले थे, जिनकी 13 हार्ड डिस्क बनी थीं। जांच का दायरा एक हजार करोड़ से बढ़कर 80 हजार करोड़ के टेंडर तक पहुंच गया है। विशेष निदेशक ओमवीर सिंह के साथ भोपाल आई सीईआरटी की टीम ने दिसंबर में 13 हार्ड डिस्क की फॉरेंसिक इमेजिंग की थी। अब इन हार्ड डिस्क की एनालिसिस रिपोर्ट भेजी गई है।

Punjab National Bank Scam | 2018 | 13,600 | Brady House, Mumbai | Nirav Modi, Ami Modi, Neeshal Modi, Mehul C Choksi | Punjab National Bank Fraud Case relates to alleged fraudulent Letter of Undertaking worth ₹11,600 crore (USD 1.77 billion dollars) that took place at its branch in Brady House, Mumbai, making Punjab National Bank potentially liable for the amount.[48] The fraudulent transactions are allegedly linked to designer and jeweler Nirav Modi of Firestar Diamonds, against whom a complaint has been filed with the Central Bureau of Investigation. The transactions were first noticed by a new employee in the bank.[49]

- On 18 February 2018 it was stated in a CBI FIR that Rotomac had cheated a consortium of seven banks by siphoning off bank loans of Rs.2,919 crore. Including interest, the amount comes to Rs.3,695 crore. The agency FIR added that Rotomac had diverted the sanctioned loans to another “fake company”, from where the money was routed back to Rotomac.[95]

- Sunil Mantri of Mantri Housing of Pune and Bengaluru Scam- To this, Mantri said that the money was paid as advance for a property and that he was ready to give him the property.
Both parties filed consent terms after which all the cases were withdrawn and it was promised that Mantri would pay Rs 1, 67, 25,000 through 21 cheques. Mantri also issued 21 cheques but the remaining Rs 49 lakh was not paid. So Arora approached the court yet again. This order from the court was issued after Mantri did not appear in front of the court (from January this year).

- GIDC plot allotments bribery case- Goa chief minister Laxmikant Parsekar brother-in-law Dilip Malvankar, a field manager attached to Goa Industrial Development Corporation (GIDC) was arrested while allegedly accepting a bribe of ₹1 lakhs to allot a plot in Tuem Industrial Estate.[108]
